PUBLIC HEARING -
SPECIAL ONE TIME HIGHWAY PAYMENT
Pursuant to RSA 31:95-b, acceptance and expenditure of a one-time Highway payment from the State of New Hampshire authorized under the passage of House Bill 2, effective June 2023 in the amount of $56,869.97 for the Maintenance, Construction and Reconstruction of Class IV and V Highways.
MOTION : I make a motion to accept the one-time Highway payment from the State of New Hampshire in the amount of $56,869.97 for the Maintenance, Construction and Reconstruction of Class IV and V Highways.

TOWN ADMINISTRATOR REPORT
Primex and Legal have reviewed the Draft Community Power Plan - Meeting Wednesday, Dec. 13th of the committee to finalize
The Town Received an Order for Compliance from the Region 1 EPA - see below. I became aware of this deficiency from 2020-2021 and 2022 this spring and CEI was hired to complete a review of all Town Processes and Policies. We will submit the recommended changes to the Planning board to bring us in line with the 2017 MS4 permit requirements. We had notified the EPA we would complete this task this MS4 year and this order now regulates that promise.
The Town received a NOTICE OF PROJECT SELECTION - for our Litchfield 2000 Plow Truck Replacement from the Granite State Clean Fleets program through NH DES.
This is the first step in receiving funds to replace our 2000 International 4900 with over 144K miles with a 2024 Western Star 47X for $299,875 of which the Town would need to meet the 20% match or $59,975. Over the coming weeks, we will be working to finalize the quotes and grant proposal for the Governor's Executive Council approval which will also require acceptance by the Board of Selectmen. We recommend taking the 20% match from the Public Works Expendable Trust Fund.
