The use of the new Poll Pads and Voting machines worked really well and I feel confident we have more than replaced the prior assets with better working units but we also still have glaring needs. With the increase in the number of warrant articles and volume of voters at influx periods throughout the day made for voters to need to wait in line to place a ballot in the machine for periods of up to 15 minutes. The state mandate is to get voters through the process within 20 minutes so spending 15 minutes waiting to cast the Ballot alone only allows for five minutes for them to get a ballot and vote before the technicality exist where we failed to serve them properly. Below you’ll find a list compiled of what we feel is necessary to adequately serve the voters and Town as they deserve to be.

3 Four place voting booths $1300 each
2 Extension cords and power blocks $100 each
The total for all items would be $22,450

466:14 Warrants; Proceedings. – The town or city clerk shall annually, between June 1 and June 20, present to the local governing body a list of those owners of dogs that have failed to license or not renewed their dog licenses pursuant to RSA 466:1. The local governing body shall, within 20 days from June 20, issue a warrant to a local official authorized to issue a civil forfeiture for each unlicensed dog. The warrant may also authorize a local law enforcement officer to seize any unlicensed dog. The civil forfeiture may be sent by certified mail, or delivered in hand, or left at the abode of the dog owner. The cost of service shall not exceed $7 and may be recovered by the city or town in addition to the amount of the civil forfeiture. If the unlicensed dog is seized, it shall be held in a town or city holding facility for a period of 7 days, after which time full title to the dog shall pass to the facility, unless the owner of the dog has, before the expiration of the period, caused the dog to be licensed. The owner shall pay the facility a necessary and reasonable sum per day, as agreed upon by the governing body of the town or city and the facility, for each day the dog has been kept and maintained by the facility, plus any necessary veterinary fees incurred by the facility for the benefit of the dog. Before a local law enforcement officer seizes any unlicensed dog, a written warning shall be given to the dog owner.
5. Town Hall Hours
March 23, 2020: The Town Clerk and Town Tax Collector office hours were
adjusted to Monday through Friday from 8 a.m. until 4 p.m., removing the Monday
evening hours ("BOS20200323").
November 27, 2024 Motion by Selectmen Lynch, second by Selectmen Brunelle to change Town Hall hours, beginning January 1st, 2025 to the following:
Monday, 7:30 am - 6 pm; Tuesday through Thursday, 7:30 am-4:00 pm;
Friday 7:30 am - 12:00 pm (noon) for a trial period of six months, contingent on the feedback from the community and staff. Change in hours to be communicated to the community in all methods possible including signage at Town Hall and Transfer Station.

We recommend that Captain Paul Kelly, Litchfield Fire, be paid the stipend, beginning 2nd qtr. 2025 ( would be paid the first week of July). These payments will continue until the time the Building inspector becomes certified. As deputy health inspector , Capt. Kelly has been filling the role for the Town.

The Hudson Police Department has offered to donate a 2006 SMART Trailer (VIN 1K9BS081X6K118013) to the Litchfield Police Department. The trailer (commonly known as a "speed trailer") is equipped with signage, a radar and a digital display which is designed to warn drivers of their speed and collect speed data.
The trailer is operational, but it does need new batteries and would have to be rebranded. The total cost to make it functional with LPD branding $500 - $1,500. The Hudson Police Department has valued the trailer at $7,500 for the purposes of the donation. A brand new trailer of this style would cost in excess of $30,000.

Hillsborough County Budget Public Hearing was held Wednesday, June 18th, 5:00 pm. In a joint statement released Tuesday, Manchester Mayor Jay Ruais and Nashua Mayor Jim Donchess are requesting relief from members of the Hillsborough County Delegation as a potential 20.05% county tax increase is expected to be put forward by the Hillsborough County Executive Committee. The proposed increase would raise county taxes across the county by a total of $13.5 million, raising contributions from the county’s cities and towns to $80.9 million. In the proposed Fiscal Year 2026 Hillsborough County budget, Manchester and Nashua’s contributions would rise to $17.7 million and $16.8 million respectively, approximately a $3 million jump for the county’s two cities.
