RECOMENDED MOTION: I move to encumber $31,135 to construct pavilion at Aaron Cutler Memorial Library.



Good morning. I’ve had a chance to chat with Laura Gandia and rethink my earlier advice. I now believe the use of the impact fees for the pavilion is a proper use of those funds. My thought is this: if the library wanted to use the funds to add an addition to the building, I would have no issue with that. That’s obviously a proper use of the funds. The pavilion, although it will not physically be attached to the existing building, will be used for the same purposes as would an addition. So the question becomes, would an addition be necessary due to population growth, as opposed to evolution in library services? I think the answer is both. More programs are being offered, and those programs are more varied, at least in part due to population growth.

For these reasons, I believe it would be proper to use the remaining impact fees to construct the pavilion. Please let me know if I can be of additional assistance. Thanks!

When I was originally hired as the fire chief, there were no emergency management responsibilities associated with the position. Approximately a year after being here I was asked if I would be willing to take on the role of emergency management director (EMD) in addition to the fire chiefs role. I agreed as I had previous experience and no one else seemed to want it. With that came updates to the Town Emergency Operations Plan, the Hazard Mitigation Plan and ultimately the pandemic. I believe we are due to update our EOP and Hazard Mitigation plan in the next year or two. This could be off due to the pandemic but they are generally updated every 5 +/- years. While I have not received any indication from NH Homeland Security (HSEM) that we are due to update, I dont expect it will be far off.


The past several years much of my time has been spent on emergency management functions and as such, my fire department responsibilities have taken a back seat to emergency management. With the potential for updating plans and the time that will need to be devoted to that, I believe it is in the best interest of the fire department that I step down from the EMD position effective June 30, 2022 and focus solely on the fire department. We have just been assigned a new HSEM field representative so this would be a good time for me to step away and a new EMD establish a working relationship with the new field rep.


This is not an easy decision but one I believe to be in the best interest of the fire department. I am happy to assist with the transition to a new EMD and get them up to speed as quickly as possible.
