5. The Hillsborough County Sheriff’s Office has received preliminary notification that they will be awarded $210,000.00 under the 2026-2027 Substance Abuse Enforcement Program. To receive final approval, they need an executed Memorandum of Agreement from each participating agency.
The Litchfield Police Department has participated in and benefitted from this program in the past. The agreement is submitted for the Board of Selectmen's information.

Audit wrap up with Alina Korsak, CPA. Managing Director is scheduled for September 22nd.
Litchfield - Population 8,566, Distribution - for F2025 was 831,429.00 , with a Total Allocation of $136,608,297.00 . New 2026 Budget approved would also level fund the amount it distributes from the meals and rooms tax to cities and towns to $137 million a year, rather than a percentage amount, which amounts to an $11.2 million cut.

4 . Highway Block Grant - (see below) The four (4) Block Grant Aid payments to your municipality are dispersed in the following manner:
30% in July of 2025 - received $63,718.13
30% in October of 2025
20% in January of 2026, and
20% in April of 2026
Block Grant Aid payments to your municipality include highway revenue from Senate Bill (SB) 367 that became effective July 1, 2014. Block Grant Aid Apportionment “A” and SB 367 funds represents 12% of the total road toll (gas tax) and motor vehicle fees collected prior to accounting for the cost of collection and administration incurred by the State.
5. Healthcare - Receiving rates from two separate insurance companies - Will review plans with Department heads and bring comments to the Board of Selectmen.
6. Solid Waste Disposal Surcharge – Beginning January 1, 2026, a $3.50/ton solid waste disposal surcharge will be collected quarterly by NHDES from operators of landfills, incinerators and waste-to-energy facilities for each ton of solid waste disposed of at these facilities. The fees are to be paid by the facilities’ customers and collected by the facility operators. We have been told municipalities will receive this fee back. Should here in a couple weeks how this will work. (see Fee list below)
