PURCHASING POLICY

  1. Provides procedures and guidelines for purchasing


  1. Encourages fair and open competition


  1. Encourages local business


  1. TA approves Purchase Orders $5k to $11,999k with 3 written informal proposals


  1. BOS approves $12k or greater with formal bidding process unless waived


  1. BOS can grant waivers on case by case basis


  1. Surplus property dept change from $0 to $100 to $0 to $500 and TA changed from $100 to $500 to $500 to $1,000. Anything greater than $1000 requires BOS approval


  1. Appendix A - List of vendors excluded from competitive bidding (i.e software license, vehicle repairs, uniforms, legal services, insurances, etc.)
